Payment for environmental services: interactions with property rights and collective action
Global climate change and environmental degradation highlight the need for institutions of sustainability. In particular, there is increased interest in the potential of payments for environmental services (PES) to improve incentives for sustainable land management. Although smallholder land users can be efficient producers of environmental services of value to larger communities and societies, experience shows that the international and national institutions that govern PES are often designed in ways that entail transaction costs that cannot be feasibly met by individual smallholders. This chapter presents a conceptual framework to examine the inter-linkages between property rights, collective action, payment for environmental services, and the welfare of smallholder land users, examining how these play out in the contexts of carbon sequestration, biodiversity, and watershed functions. Greater consideration of the linkages between PES and other rural institutions can lead to more equitable outcomes, particularly by (1) suggesting how collective action can be used to overcome transaction costs and barriers to participation by smallholders and (2) identifying mechanisms through which managers of small private parcels or areas of common property can be rewarded for environmental stewardship through PES.

Multi-species and multifunctional smallholder tree farming systems in Southeast Asia: timber, NTFPs, plus environmental benefits
The rapid increase in human population, and the corresponding worldwide enhancement of social and economical conditions, are exerting a considerable pressure to convert forests to other uses. Moreover, these phenomena raise the demand for food, fuel, wood fibers and other non-wood products, contributing to a further boost of the production pressure in the surviving forests. Simultaneously, these forests are expected to provide a diverse array of environmental services.Furthermore, smallholder forestry systems are prominent components of ‘trees outside the forest’ in Southeast Asia and they are primarily ‘planted’ systems that rehabilitate or reforest marginal lands, in order to produce tree products and services. As they traditionally are a means of producing goods for home consumption, they have become significant suppliers of products for local, national and international markets.The aim of this paper is to demonstrate that smallholder forestry systems are a viable management system which is significantly contributing to global environmental goals and local economic objectives. This paper reviews global and Asian trends of human population growth, deforestation, and demand for forest and tree products.The origin, the diversity, the adaptable management and the importance of smallholder tree-based systems are here discussed and significant details are provided on the role of smallholder tree-based systems in the mitigation of deforestation, which could be obtained by expanding regional forest resources; in supplying alternative sources of forest products and environmental benefits; and in making significant contributions to local livelihoods for rural communities.
Nitrogen fertilizer use in California: Assessing the data, trends and a way forward
Nitrogen fertilizer is an indispensable input to modern agriculture, but it also has been linked to environmental degradation and human health concerns. Recognition of these trade-offs has spurred debate over its use. However, data limitations and misinformation often constrain discussion, cooperative action and the development of solutions. To help inform the dialogue, we (1) evaluate existing data on nitrogen use, (2) estimate typical nitrogen fertilization rates for common crops,(3) analyze historical trends in nitrogen use, (4) compare typical nitrogen use to research-established guidelines and (5) identify cropping systems that have significant influence on the state’s nitrogen cycle. We conclude that a comprehensive grower self-monitoring system for nitrogen applications is required to improve nitrogen-use information and to better support evidence-based decision making. The discussion here presents a primer on the debate over nitrogen fertilizer use in California agriculture.
Editorial overview: Sustainability challenges: Agroforestry from the past into the future
Prior to the ‘Green Revolution’, the majority of subsistence farming anywhere in the world involved mixed species, usually including tree products [1]. Pressures towards higher efficiency drove modern agriculture into monocultures; the narrative of the green revolution in developing countries largely followed suit. But in the background, subsistence agroforestry systems have continued. As research has increasingly recognised the need to encompass ecosystems services other than food production, agroforestry has returned to the limelight. This special issue consolidates and celebrates a generation of research on the topic, with a focus on Africa. Agroforestry has emerged as a system for study in an era where research in rural systems has moved beyond a purely agronomic focus to embrace a more comprehensive view of social–ecological systems [2]. Hence the scope of this issue is far more than production and ecology. It recognises and explores examples of the intimate and interactive flow of influences between the human and environmental aspects of delivering livelihoods at both local and regional scales. Indeed, Africa faces major challenges of food, water and energy security, equity and poverty and environmental degradation. In the context of the livelihoods delivered by rural Africa to about 70% of its billion people, agroforestry can assist with all of these challenges [1 and 3].
Trees and livelihoods in Karamoja, Uganda
This report presents results of a rapid desk review of academic and grey literature on the evidence relating to trees and livelihoods in Karamoja a region in north eastern Uganda. The review identified the range of problems in the Karamoja sub-region; benefits of trees to people and communities living in Karamoja; the role of trees in resilience building; role of trees in agricultural production, traditional knowledge of trees in Karamoja; threats to trees, drivers of development in Karamoja; tree-based initiatives in the sub-region; and opportunities for action research in Karamoja. The environmental impacts of palm oil in context
Delivering the Sustainable Development Goals (SDGs) requires balancing demands on land between agriculture (SDG 2) and biodiversity (SDG 15). The production of vegetable oils and, in particular, palm oil, illustrates these competing demands and trade-offs. Palm oil accounts for ~40% of the current global annual demand for vegetable oil as food, animal feed and fuel (210 Mt), but planted oil palm covers less than 5–5.5% of the total global oil crop area (approximately 425 Mha) due to oil palm’s relatively high yields. Recent oil palm expansion in forested regions of Borneo, Sumatra and the Malay Peninsula, where >90% of global palm oil is produced, has led to substantial concern around oil palm’s role in deforestation. Oil palm expansion’s direct contribution to regional tropical deforestation varies widely, ranging from an estimated 3% in West Africa to 50% in Malaysian Borneo. Oil palm is also implicated in peatland draining and burning in Southeast Asia. Documented negative environmental impacts from such expansion include biodiversity declines, greenhouse gas emissions and air pollution. However, oil palm generally produces more oil per area than other oil crops, is often economically viable in sites unsuitable for most other crops and generates considerable wealth for at least some actors. Global demand for vegetable oils is projected to increase by 46% by 2050. Meeting this demand through additional expansion of oil palm versus other vegetable oil crops will lead to substantial differential effects on biodiversity, food security, climate change, land degradation and livelihoods. Our Review highlights that although substantial gaps remain in our understanding of the relationship between the environmental, socio-cultural and economic impacts of oil palm, and the scope, stringency and effectiveness of initiatives to address these, there has been little research into the impacts and trade-offs of other vegetable oil crops. Greater research attention needs to be given to investigating the impacts of palm oil production compared to alternatives for the trade-offs to be assessed at a global scale.
