The Capacity Development Need and Gap Analysis (CDNGA) was prepared to assess the regional and national capacity in implementing the ASEAN Peatland Management Strategy (APMS) and the Roadmap on ASEAN Cooperation towards Transboundary Haze Pollution Control with Means of Implementation (also known as ASEAN Haze-Free Roadmap), as well as the use of available information and results management system for monitoring and reducing transboundary haze pollution in the region, then to build capacity and enhance data, information and results management systems for sustainable peatland management and haze control.
Research for development approaches in mixed crop-livestock systems of the Ethiopian highlands
This study presents processes and success stories that emerged from Africa RISING’s Research for Development project in the Ethiopian Highlands. The project has tested a combination of participatory tools at multiple levels, with systems thinking and concern for sustainable and diversified livelihoods. Bottom-up approaches guided the selection of technological interventions that could address the priority farming system challenges of the communities, leading to higher uptake levels and increased impact. Joint learning, appropriate technology selection, and the creation of an enabling environment such as the formation of farmer research groups, the establishment of innovation platforms, and capacity development for institutional and technical innovations were key to this study. The study concludes by identifying key lessons that focus more on matching innovations to community needs and geographies, systems orientation/integration of innovations, stepwise approaches to enhance the adoption of innovations, documenting farmers’ capacity to modify innovations, building successful partnerships, and facilitating wider scaling of innovations for future implementation of agricultural research for development projects.
Technical assistance to strengthen national agricultural research organizations’ capacity to use digital sequence information. A submission from CGIAR
CGIAR submitted this report in response to an open request from the Plant Treaty Secretary, for submissions regarding, a) contracting parties’ and stakeholders’ capacity building needs for accessing and using digital sequence information (DSI)/genomic sequence data (GSD) and b) ‘technical assistance’ and ‘actions taken’ by stakeholders (including CGIAR) ‘to reduce the existing gap on capacity regarding DSI/GSD’. The primary objective of this paper is to respond to the second part of the request by sharing information about how CGIAR Centers and Initiatives have been assisting organizations outside CGIAR to access, generate, share, analyse, and use DSI for the conservation of plant genetic resources for food and agriculture (PRGFA) and for the use of PGRFA in pre-breeding and breeding. This paper does not provide an exhaustive account of all of the Centers’ relevant activities, but it does provide a general overview of the kinds of activities in which the Centers have been engaged. CGIAR very much appreciates the Governing Body’s initiative, as expressed in Resolution 16/2022, to ask the Plant Treaty Secretariat to gather and synthesize information about both demand for, and supply of, capacity strengthening related to DSI linked to plant genetic resources for food and agriculture, with the overall objective of working to close the capacity gap between developed and developing countries. It is our hope that, based on the outcomes of this exercise, CGIAR will be able to further adapt and improve its own approach to capacity sharing in response to needs prioritized by the Governing Body.
FTA Highlight No.16 – Capacity Development
Capacity development is a key component of the pathways from research to impact, from upstream research to downstream outcomes. The term covers a typology of different activities to increase the capacities of various ranges of actors, in order to enable them to act for positive, sustained change. In the CGIAR Research Program on Forest, Trees and Agroforestry (FTA), capacity development was mainstreamed into the 25 operational priorities, and supported by a central coordination component. This FTA highlight summarizes the evolution of the concept of capacity development (CapDev), from the inception of the programme in 2011 through the FTA Capacity Needs Assessment (2018–2019) to the final FTA CapDev Plan of Action 2020–2021 (FTA 2020a). It provides an overview of the key activities undertaken in FTA and reflects on the relevant findings from related CGIAR and FTA evaluations.
TRAINER OF TRAINERS (ToT) TRAINING EVENTS ON GENDER TRANSFORMATIVE APPROACHES FOR LAND RESTORATION
Following the capacity development workshops on co-developing gender transformative approaches for land restoration held on the 15th-16th and 21st-22nd February 2022 in Mbooni East and Kibwezi East, Makueni County, seven ward-level Trainer of Trainers (ToT) events were held across ten wards and engaging 263 participants. These trainings aimed to train a new cohort of ToTs in the use of community dialogues on gender and land restoration and were led by participants trained at the previous gender workshops (lead ToTs). These smaller ToT training events aimed to field test the co-designed community dialogue activities and ToT scaling model. This report summarises the activities and lessons from these ToT training events.Community dialogues are designed to engage communities in an open dialogue on gender-related constraintsand opportunities, and how these influence people’s ability to engage in land restoration.
Capacity Needs Assessment of CIFOR, ICRAF and their partners for the implementation of the CGIAR Research Program on Forestry, Trees and Agroforestry (FTA): Phase II, 2017–2021
The CGIAR Research Program on Forests, Trees and Agroforestry (FTA), led by the Center for International Forestry Research (CIFOR), focuses on the sustainable management of forests, trees and agroforestry systems. Strengthening the capacity of forestry, trees and agroforestry research, policy and implementing institutions and their staff is critical to FTA’s mission and is embedded in its work. Capacity development is a long-term process whereby individuals, organizations and their networks improve their systems, resources, skills and knowledge. This becomes reflected in their capacity to perform functions and solve problems to better address national and sub-national development objectives. Capacity development enables research and development organizations, individuals, and their networks to achieve impact.
This capacity needs assessment was conducted in 2018 to identify the capacity needs of World Agroforestry (ICRAF) and CIFOR to achieve the research objectives and targets specified in the FTA II proposal 2017–2021, including the amended FP2 proposal. The capacity needs assessment focused on four key areas for analysis: partnerships, networking, resource mobilization and human resource capacities. The analysis and recommendations contained within this document result from data collated from more than 70 interviews conducted with flagship and cluster leaders and key actors within the FTA II management teams and partner organizations.
Capacity Development Plan of Action 2020-2021
The Forest, Trees and Agroforestry (FTA) Capacity Development (CapDev) Plan of Action for 2020/2022 specifies a set of objectives and activities that are aligned to CIFOR, ICRAF, Bioversity International and FTA’s CapDev strategies. It benefits from the analyses of the CGIAR–IEA CapDev evaluation findings and recommendations; CIFOR and CGIAR System Management Board’s responses to the same; a capacity needs assessment of CIFOR, ICRAF and their partners for the implementation of the CGIAR Research Program on Forestry, Trees and Agroforestry (FTA) Phase II, 2017–2021; lessons learned during the implementation of IFPRI’s Capacity Strengthening 1985–2010; ICRAF’s Capacity Development Strategy 2013–2018; Bioversity International’s Gender Research Fellowship Programme and Forest Genetic Resources Training Guide; and a literature review. It is a living document and will change to reflect changes in strategies of FTA Centers and the CGIAR.
